President Volodymyr Zelenskyy has suggested that Ukraine’s offer to share drone defense expertise with Gulf states could fundamentally transform the region’s security architecture. By providing the US and partners in the UAE, Qatar, Bahrain, Jordan, and Kuwait with the capabilities to effectively counter Iranian Shahed drones, Ukraine is helping to shift the regional balance of power in meaningful ways.

Zelenskyy confirmed direct conversations with leaders from all five countries about defense cooperation and stated that a formal US request had been fulfilled with the provision of both equipment and Ukrainian technical specialists. He framed the offer as part of Ukraine’s principle of mutual support, noting that assistance flows to nations that stand with Kyiv in its efforts to end the war with Russia.

The transformative potential of Ukraine’s contribution lies in the asymmetry it can help correct. Iran has invested heavily in Shahed drone production, creating a cheap and scalable offensive capability that has given it significant power projection tools. Ukraine’s low-cost interceptors — priced at as little as $1,000 per unit — offer a defensive response that is similarly affordable and scalable, potentially neutralizing Iran’s drone advantage in the region.

The EU’s top diplomat acknowledged the significance of Ukraine’s contribution at talks between European and Gulf foreign ministers, explicitly raising Ukraine’s experience as a model for regional drone defense cooperation. This multilateral endorsement adds political weight to the bilateral partnerships Zelenskyy is building and signals that the transformation of Gulf security through Ukrainian expertise is a shared European and international interest.

Zelenskyy acknowledged that the current crisis has disrupted Ukraine’s own peace process, with peace talks temporarily postponed. But he expressed confidence that the security transformation Ukraine is helping to enable in the Gulf will ultimately strengthen the international coalition supporting Kyiv’s goals — and that the mutual defense relationships being built now will serve both Ukraine and its Gulf partners for years to come.
