Legal scholars, however, point out that even if a national emergency were declared, it would not supersede constitutional restrictions on presidential power over election administration. Historically, no US president has leveraged emergency powers to assume control of elections.
The administration has also made public declassified information on voting machines, foreign interference, and voter registration, while endorsing controversial analyses regarding noncitizen voting.
